Our Puppy Promises program keeps unwanted litters of puppies out of the stressful and unhealthy environment of a shelter and instead delivers them to a no-kill rescue when they are old enough to travel without their mother. Rather than be surrendered to a shelter, the puppies remain in their original home for 2–3 weeks, while Saving Shelter Pets arranges for a no-kill rescue to take them. During that time, they receive a vet exam and all age-appropriate shots, with expenses paid in full by Saving Shelter Pets. And, to break the cycle of uncontrolled breeding for households that participate in the program, Saving Shelter Pets pays for the spay surgery for all mother dogs in the program, and also spay/neuter surgeries for any other dogs and cats in the participating families' households.


Puppy Promises focuses on pet overpopulation one litter at a time.

The Puppy Promises contract also stipulates that the mother of these puppies must be spayed at the expense of Saving Shelter Pets. Therefore, Puppy Promises not only saves puppies from disease and death in shelters; it prevents future litters from the mother as well.
